How the intern decides

The persona is a block. The decision to shut up is a tool.

invoke
Someone @mentions or replies. He gets reply and react. He usually replies.
noisy invoke
Chatter that mentions him without pinging. Debounced into one batch. He gets send_message, react, and do_nothing, and do_nothing wins a lot.
doomscroll
Idle timer. He reads what he hasn't seen, with the same tools, and mostly leaves it alone.
memory
A global scratchpad and one per user, line-numbered, that he edits himself. Durable search over everything said in the permanent channels.
working memory
Tool results held as tabs. Five at a time. The oldest gets folded by a cheaper model.

The treasury

There isn't one. When there is, it starts at zero on a known address and holds only what the project earns. The agent proposes, functions execute, a human approves, a public ledger records every proposed action with the reasoning attached.
